Public cloud wasn’t something on the minds of the creators of FSF and OSI. Since no code is being ‘distributed’, companies don’t have to adhere to ‘releasing’ the code of their own software, as it runs on the infrastructure. Then hyperscale providers can enter any market and disrupt the market for smaller players by offering the open source code of those same players as services. Smaller players who can’t compete at the same scale try to fight back with changes to license. It’s not that hyperscalers are doing anything wrong, they are using the code that’s out there.
